(Abingdon, VA) 33 year old David Kyle Skaggs is sentenced to 15 years in prison for his conviction of transporting a minor from Virginia to South Dakota to engage in criminal sexual activity. A press release from the United State's Attorney's Office in the Western District of Virginia shows Skaggs was an over the road tractor trailer operator with addresses in Bonne Terre and Illinois. In 2015 he started communicating on Facebook with a 15 year old boy in Lee County, Virginia. Over the course of several months, Skaggs and the boy developed a friendly relationship and Skaggs became acquainted with the boy's family, including the younger sister who was 13 years old. In August 2015, Skaggs took the boy and his sister on a long distance trip in his tractor trailer. Skaggs picked up them up in Lee County, West Virginia, and drove them to South Dakota. After stopping at a truck stop in South Dakota, Skaggs bought the two minors alcohol, and they all drank while sitting in the truck. After the boy was asleep, Skaggs had sexual intercourse with the 13 year old girl in the sleeper portion of the truck and she later gave birth to his child. The Federal Bureau of Investigation, Lee County Sheriff’s Department, and Virginia Department of Social Services investigated the case.
